Can a mobile phone upload something from a bluetooth device via webpage?

So, a mobile phone, pairs with a bluetooth device, then the user can log into some website, and then choose something from the drugs without prescription online bluetooth device to upload via that webpage? If so, how would that work, or possibly be programmed to talk to the bluetooth device?
Assuming both devices support all operations mentioned… You would have to download the file from the web site to the local device/phone, and then you can select that file to send via BlueTooth to another device/phone within range.
You can do that with Java ME, not with the normal phone browser.
