I know they can when the phone is turned on….
But what about if Generic pills the Battery is Dead or the Phone is turned off?
Like say my phone is turned off and dead somewhere and I call it, during that call can the cell phone company trace the call to where my cell phone might be?

With a police order, they can tell you which cell tower the phone is reading off of. But the phone would have to be turned on.
GPS locating of the phone is possible IF you have a data plan and a software program to do so. But even then, the phone would have to be on.
Yeah, the stuff in the movies is pretty hilariously impossible.
Face it: You lost your phone. Call your carrier and tell them it’s lost before people find it and start calling Malaysia and you get a $600 phone bill.
It has to be powered ON!
That kind of stuff is what ruins movies like "Eagle Eye"…
No, They cannot trace it.
